Description of the main tasks to be carried out

- The works covered by this contract are those included in Amendment No. 1 to the contract for the OPERATION AND MAINTENANCE SERVICE AND DRAFTING OF THE CONSTRUCTION PROJECT AND EXECUTION OF THE WORKS FOR THE IMPROVEMENT OF ENERGY EFFICIENCY OF THE CARBONERAS DESALINATION PLANT (ALMERÍA), which includes works not initially foreseen in the operation and maintenance service for:

• Replacing practically all the pressure tubes installed in the plant, which exceeded the scope of the initial contract.

• Adapting certain equipment to adjust the operation and maintenance of the plant.

  • The objective of the contract is to ensure the development of the works to which it is linked in accordance with current regulations, as well as to comply with the obligations of ACUAMED as the project promoter, derived from Royal Decree 1627/1997, of 24 October, which establishes minimum safety and health provisions on construction sites:
    ‐ Analyse and report on the Preventive Management Document proposed by the contractor and its consistency with the provisions established in Law 31/1995, of 8 November, on the Prevention of Occupational Risks, Royal Decree 1627/1997, of 24 October, which establishes minimum safety and health provisions on construction sites, Royal Decree 39/1997, of 17 January, which approves the Regulations for Prevention Services, and Royal Decree 171/2004, of 30 January, which develops Article 24 of Law 31/1995, of 8 November, on the Prevention of Occupational Risks, regarding the coordination of business activities, as well as the amendments made thereto.
    Propose, where appropriate, new measures when those provided for in said Document are considered insufficient.

‐ Carry out the tasks assigned to the safety and health coordinator during the execution of the works, in accordance with Article 9 of Royal Decree 1627/97, which establishes minimum safety and health provisions on construction sites.

‐ Prepare an Operating Manual on the control systems and actions to be carried out in matters of Safety and Health on the works, whose primary objective is to promote prevention and ensure compliance with current regulations and the Preventive Management Plan communicated by the contractor. The aforementioned actions must be defined and planned for the different works, phases, or sections that will be carried out during the course of the works. Within said Manual, the Assistance must define and organise in each case the control measures for the fulfilment of its functions.

‐ Control the qualitative and quantitative sufficiency of the means proposed and made available by the contractor to guarantee the safety of the workers on the works. In particular, and in accordance with the provisions of the fourteenth additional provision of the Law on the Prevention of Occupational Risks and in ROYAL DECREE 604/2006, of 19 May, which amends Royal Decree 39/1997, of 17 January, which approves the Regulations for Prevention Services, and Royal Decree 1627/1997, of 24 October, which establishes the minimum safety and health provisions on construction sites, special attention will be paid to the correct programming and presence of the preventive resources that the contractor proposes to monitor compliance with the safety and health plan on site.

‐ Control the adoption of the measures provided for in the Preventive Management Document, coordinating the effective application of the general principles of prevention and safety.

‐ Coordinate the activities of the works in matters of Safety and Health to ensure that all the agents involved apply the established principles in a coherent and responsible manner.
